CSDiff is an integrated part of the ComponentSoftware Revision Control System (CS-RCS).

CS-RCS (free for private use)
ComponentSoftware RCS (CS-RCS) manages document revisions. Use it to monitor changes made by users in files that are accessed on standalone or networked PCs. CS-RCS supports multiuser and multiplatform environments, making it the ideal solution for sites that share common files on Unix and Windows platforms. Version 2.5 adds full project-level revision management, which includes a milestone library; implements the Microsoft SCC API for seamless integration with many leading development tools for Windows; and integrates with Microsoft Word through a special RCS menu. 
This program is free for single users and has a 30-day trial for workgroups.

CS-RCS Pro is a project-level version control system for Windows. Based on GNU RCS, it is fully integrated with the Windows shell and applications, providing robust and intuitive configuration management and change control. CS-RCS supports multi-platform workgroups, making it the ideal solution for sites that share common files on Unix and Windows platforms.
