Why does CS-RCS scan for new files every time I open the project?

It seems that due to wrong permission settings, CS-RCS is not able to save the project directory file (prjfs.stp) in the project repository top-folder.

To troubleshoot this, please clear the Use global directory option in the project Properties Advanced tab.
