You may install the CS-Converter Client on any Windows workstation.
For best performance, use a dedicated workstation with:

Pentium 4 processor or equivalent.

5 GB free disk-space.
You may install the CS-Converter Client on the Team Foundation Server computer as well. However, this configuration is advised for evaluation and testing only.
Many organizations use a dedicated workstation (or VPC) for TFS builds. Such a workstation would be ideal for running the CS-Converter client.
